Kolkata, June 2026: The long-standing dispute over Dearness Allowance (DA) for West Bengal government employees has once again come under the spotlight as employee organisations renewed their demand for higher DA rates and immediate settlement of pending arrears. The issue, which has remained a major point of contention between the state government and employee unions, has gained fresh momentum following recent discussions with senior officials and ongoing legal developments.

Employee Organisations Raise DA Issue Before Chief Secretary

Representatives of various government employee bodies, including members of the Sangrami Joutha Mancha, recently raised the DA issue before the Chief Secretary at Nabanna. During the meeting, employee representatives reiterated their long-standing demand that state government employees should receive Dearness Allowance at rates comparable to those enjoyed by Central government employees.

According to employee organisations, the widening gap between the DA received by Central government employees and that paid by the West Bengal government has significantly impacted the purchasing power of state employees amid rising inflation and increasing living expenses. The organisations also sought a clear roadmap for future DA revisions and payment of pending arrears.

Gap Between State and Central DA Remains Significant

West Bengal government employees currently receive 18% Dearness Allowance, effective from April 2025 under the latest Finance Department notification. However, the difference with Central government employees remains substantial.

Following the latest revision by the Union government, Central government employees and pensioners are receiving 60% DA under the 8th Central Pay Commission framework from January 2026. Employee organisations argue that the disparity has translated into significant financial losses for state employees over the years.

The demand for DA parity has become one of the most persistent issues in the state's administrative landscape, with employee forums repeatedly highlighting the growing difference between state and central compensation structures.

Budget Announcement Raises Expectations

Expectations among employees received a boost after the West Bengal government announced a 4% DA increase in the 2026-27 State Budget. Once implemented, the hike is expected to raise the DA rate from 18% to 22%.

While employee leaders have welcomed the proposed increase, they maintain that the move would still leave a considerable gap compared to the DA received by Central government employees. Several organisations have therefore continued to press for a broader and more comprehensive resolution to the issue.

The state government has also approved, in principle, the formation of the 7th State Pay Commission. The move is expected to have long-term implications for salary structures, pension benefits and future DA calculations for lakhs of employees and pensioners across the state.

Supreme Court Proceedings Continue to Influence Developments

The legal battle over DA arrears remains a crucial aspect of the controversy. The Supreme Court has previously directed the state government to address pending DA-related liabilities and submit updates regarding compliance.

The matter concerns arrears accumulated over several years and has been closely monitored by employee organisations. The court proceedings have added further pressure on the state administration to provide clarity on future payments.

In a significant development, the government has already initiated payment of certain DA arrears to retired employees covering dues from earlier periods. However, serving employees continue to await a definitive timeline regarding the settlement of their pending claims.

Employees Seek Concrete Timeline

Employee representatives have emphasised that incremental announcements alone may not fully address the concerns of the workforce. Organisations continue to demand a clear schedule for both future DA enhancements and the release of arrear payments.

"Employees are looking for clarity regarding both parity and arrears. The issue cannot remain unresolved indefinitely," employee forum representatives have maintained during recent discussions.

Employee organisations have indicated that they will continue pursuing administrative and legal avenues until their demands are addressed.

What Lies Ahead?

The coming months are expected to be critical for more than 10 lakh state government employees and pensioners. With the proposed 4% DA increase awaiting implementation, discussions around the 7th State Pay Commission progressing, and judicial scrutiny continuing over arrears, the issue remains far from settled.

As inflationary pressures persist and DA revisions continue across various states and the Centre, the debate over Dearness Allowance is likely to remain one of the most closely watched issues in West Bengal's public sector employment landscape.
